Board of Directors Meeting
7 April 2021

  1. The Board of Directors meeting of the High Country Chapter of the Military Officers Association of America was conducted virtually utilizing the Zoom platform. Call to order by President Douglas May was at 1634.

  2. Directors attending:

  4. Quorum:Yes

  5. The Pledge of Allegiance was virtual at 1633 with the American flag displayed in President May's curated studio.

  6. A timely invocation was offered at 1636 by Jim Fisher - Theme: An earnest prayer inviting God's support for the many impacts on our communities currently.

  7. The Agenda and the Zoom invitation link were sent electronically to the Board by Doug prior to the meeting.

  8. Secretary's Report: The 3 March 2021 BOD virtual meeting Secretary's Report, submitted by Lance, was yet to be received by the Board.

    1. Marv offered a motion that the 3 March Secretary's report be sent to the BOD for their review and subsequent comments/revisions. The motion was seconded and approve unanimously.

    2. The issue of the request to remove Military service logos was previously discussed, Jim W. offered that, indeed, DOD is enforcing this restriction. MOAA had asked for a variance which was denied.
      1. Upon receipt of the report, members will notice the lack of Military service logos.

  9. Treasurer's Report, submitted by George: Income/Expenses were itemized allowing a checking account balance of $16,379.53 as of 5 April 2021. Included was the operating budget itemizing revenue/expenses and budget/actual amounts. The report was accepted unanimously.

    1. George stated that the invoices for Chapter annual dues (Non-Life members) had enjoyed a response of 20/28 as of 5 April - reflected in the Treasurer's report.
      1. 22/28 as of 7 April.

    2. George reported that Blood Sweat & Gears was cancelled for the May 2021 event. The anticipated revenue and expenses would therefore not be realized.

    3. Over $1,000 has been received in honor of our recently passed member Col John Alley. (See New Business)

  10. President's remarks/Standing Business
    1. Doug offered that although Gov Cooper's latest statement relaxed some restrictions until further notice, it was prudent to believe that we will face ongoing restrictions jeopardizing in-person events. Unfortunately, this may affect 2021 HCCMOAA Memorial Day plans. The latest Executive order expires 30 April.

      1. Lance was queried and reflected the status of Vaccination efforts in our area: ongoing clinics offered by AppHealth (County Health Department) and Appalachian Regional Health System (ARHS Hospital) were now inviting 'Walk-Ins' vs appointment only vaccine opportunities. This area is fortunate for these offerings considering many areas of our State are facing challenges for their citizens to get vaccinated. CDC continues to recommend masking and distancing and limiting groups even if completely vaccinated.

      2. The website for local information regarding Covid vaccination remains: www.yourspotyourshot.nc.gov

    2. Doug offered that he, Jim F. and Lance sent out electronically and via USPS our March 2021 Newsletter. The Feb Newsletter included a short survey and a stamped HCCMOAA addressed return envelope.

      1. The random drawing of survey responders at the 25 Mar 2021 Zoom 'Officers Call/Membership meeting awarded Stephen Burrell the $50 Peppers gift card as the prize, generously offered by Bob Love. Steve responded with a note of appreciation.

      2. Survey results revealed positive inclinations for continued Newsletters and future post-Covid in person activities.

        1. The question as to continued Newsletters as electronic only was briefly discussed. The decision was to offer only electronic/paperless with attention to members who may need a paper copy.

        2. A request by member Dan Glowa recommended Newsletter inclusion of chapter contact info including website/email - acknowledged.

    3. 2021 Chapter Level of Excellence award:

      1. Fred succinctly reviewed the revised National MOAA criteria:

        1. The objective section appears to be unchanged and could therefore be mined from our Committee module.

        2. National made several adjustments to the subjective section:

          1. Addition of qualifiers for virtual meetings to several form questions.

          2. Elimination of the question regarding the Personal Affairs Program.

          3. Addition of a section asking for description of 'Accomplishment in Response to the Pandemic'.

        3. E-comments were electronically offered by Doug, Fred, Ben, Jim W. and Lance concluded that a Chapter submission would not likely generate sufficient justification this Pandemic year.

        4. Further, Fred suggested the Chapter go on record as questioning even the 'tweaked' criteria for a legitimate 2021 submission. Doug has been in contact with National.

  11. New Business

    1. Program Committee
      1. Ted, as Program Chair, asked about future events - either virtual or real time.

      2. Debrief of 25 March 2021 virtual 'Officers Call/Membership meeting (including spouses):
        1. Despite invites in the Newsletter and emails from Doug, attendance was not robust beyond BOD members.
          1. However, the Zoom event demonstrated a 'Proof of Concept' regarding virtual Membership meetings.
        2. Fred had contacted John Ward (Boone Town Mgr) who offered an enthusiastic and engaging overview on timely events in our area.
          1. Fred sent a note of appreciation to John Ward after the event suggesting a continuing future mutually beneficial partnership with Town of Boone.
        3. Doug had contacted chapter member Chris Kleman (Professor of Military Science ASU ROTC) who agreed to offer comments at a future meeting.

      3. Further, Ted asked about a RSVP to a planned event to anticipate support. Ted stated that Appalachian Ski Mountain was flexible.
        1. Several comments were discussed as to future events with suggestions tabled until more information gathered regarding appropriate venues, indoor vs outdoor, catered vs pickup, chapter vs member paid meal.
        2. Memorial Day plans are to be determined with the realistic understanding of 'limited' invitations.
        3. Next General Membership meeting: late June 2021?
          1. Marv suggested each BOD member contact a few members to personally invite future participation.

    2. Nomination Committee: - Challenges: 1st VP; 2nd VP, Legislative Chair, and a Director-at-large positions open. Fred had composed a compelling email to Jim Brannam inviting him to consider a position on the HCCMOAA BOD. Jim responded positively. Fred subsequently sent Jim B. A copy of the HCCMOAA bylaws.
      1. The Board discussed nominating Jim B. As an interim Director at Large - this passed unanimously.
      2. Fred agreed to continue to attempt contact with Steve Mueck regarding BOD service.
      3. As Nominating Committee chair, Fred offered a compelling invitation for members to reflect upon MOAA mission and Chapter service at a critical time.

  12. History Committee:
    1. Marv as History Committee Chair, stated he had interviewed Fred and George for archival offerings about Chapter history.
      1. George offered that Sonny Sweet be contacted.
      2. Doug mentioned Bob Gibbard as well.
      3. Frankie has passed a packet of materials to Lance that may include information for this endeavor.

  13. Regarding donations to HCCMOAA in honor of John Alley Col USAR:
    1. Fred suggested via email that a reservation on these funds be placed until definitive direction for the donations is determined.
    2. Marv offered compelling suggestions that funds be directed to the Chapter for BOD consideration vs an individual honor.
    3. Fred suggested a possible plaque, location TBD.
    4. Ted recalled that John A. was a member of Appalachian State University’s 1st ROTC graduating class.
      1. Marv mentioned that a ROTC scholarship may be appropriate.
      2. Fred mentioned that suggestions need not be mutually exclusive with the determination.
    5. Additionally, Ted agreed to obtain and serve as the HCCMOAA Challenge Coin custodian replacing John Alley in the role.


  14. Adjournment:At 1728 the meeting was adjourned by unanimous decision with next BOD Zoom meeting scheduled for 5 May 2021 at 1630.
